BARTOW RIGGS

Bartow Riggs began his workers' compensation career at State Compensation Insurance Fund as a claims adjuster where he was also assigned the duties of designated trainer for SCIF's automated permanent disabilty rating system.

For the past 18 years Bart has worked as a disability evaluator (rater), first for the WCAB in Sacramento and then as an independent rater providing both ratings and expert testimony at the WCAB.

Bart has taught permanent disability rating classes for the University of California, Davis for over 10 years, contributed articles related to the rating of permanent disability to the journal "QME Quarterly"  and is an approved instructor for the State Bar of California having taught classes for the Insurance Education Association, The McGeorge School of Law, Applicant and Defense attorneys and claims associations and personnel as well as the popular "Riggs-Wilkins" rating seminars.

RIGGS-WILKINS RATING SERVICE

March 1994 - Bartow Riggs starts the business as "Riggs-Rating Service" after leaving employment at the WCAB.

March 1997 - Bill Wilkins leaves the WCAB and joins as a partner and the business is renamed "RIGGS-WILKINS RATING SERVICE."

 BILL WILKINS

Bill Wilkins has been a disability evaluator for 21 years; the first 12 years as an evaluator for the Division of Workers' Compensation and the last nine years as a partner in Riggs-Wilkins Rating Service.  Bill has provided numerous rating classes and seminars and has been approved as an instructor by the California State Bar, The Industrial Medical Council and the Insurance Education Association.

From 1994-1997 Bill was a member of the Schedule Revision Committee which revised the Schedule for Rating Permanent Disabilities (effective 4/1/97.)

Presently Bill provides consultative ratings to the applicant and defense communities and is utilized as an expert witness in Workers' Compensation Hearings.
